Where is it available? In canada? Mexico? I don't think canada has had it before just like the US, how about central and south america?

the skyline is legal anywhere but the us...

well actually the only federaly legal skyline int he US are the motorex ones. the state federal ones... well thats another story...

with them being legal in Canada you think you would see more on the bordering states.

There is a list of vehicles eligible to be imported into the USA ( + federalized ) the only Skyline on the list is the R33, and then only certain years
Motorex/Hiro wasn't exactly a success story.... much archived on the Net

Canada has a "15 year rule" where vehicles older than that can be imported ; licenced fairly easilly; the first of the GT-R's was the -32 in 1989 ( we sold 'em New ) so these started going to Canada in 2004

Without going into those documents too much can you summerize how hard it is to go from Canada to US?
